Essex, MD – It takes only a few seconds for a fun lunchtime to turn into a life-or-death emergency. That’s why Maryland Delegate Ric Metzgar is working on legislation that would place choking rescue devices in every public school across the state.

For Metzgar, the push is deeply personal. Back in 1975, he underwent a rare heart surgery at Johns Hopkins — receiving an artificial aortic valve that doctors thought would last six years at best. Today, nearly five decades later, that same valve is still keeping him alive.

“You’re looking at a miracle,” Metzgar told Project Baltimore. “That experience taught me how fragile life can be — and how important it is to be prepared.”

Now, he wants schools to be just as ready.

Why This Matters for Schools

Choking is one of the top causes of accidental death among children, especially younger ones who may not yet know how to chew properly or signal distress. Every year, hundreds of school-related choking incidents are reported nationwide.

“Teachers are often the first line of defense,” Metzgar said. “We owe it to them — and to our kids — to make sure they have the right tools.”
